The Proper of Time, that is, the cycle of Times, Solemnities, and Feasts by which the mystery of redemption is unfolded and honoured during the liturgical year, must always be kept intact and enjoy its rightful pre-eminence over particular celebrations (GNLY 50 a).
The Ordo is the calendar which is published annually. It is based on the Roman calendar and contains the universal feasts of the Church along with local celebrations.
It sets out all the information required for making decisions regarding any day of the Church year. This includes the rank of the day (such as solemnity or optional memorial), the readings, certain anniversaries for the local Church and flexibility for change on that day. Those involved in any way in the preparation of liturgy need to check the Ordo before making decisions regarding prayers and readings for the celebration.
